Another couple additions:
The Evil Below: Late 80's film about divers (one of them being Wayne Crawford, a decade after starring in Barracuda) searching for a cursed ship that sank in the 17th century. The title of the film makes it sound like a horror movie, and indeed, in the film's opening, two divers are killed by a giant fish of some sort. But for the most part, the film plays like a knockoff of The Deep, with a slight supernatural angle thrown in. Good diving scenes, though.
Bimini Code: Mid 80's film that plays like two episodes of action TV series edited together. During the first half of the movie, two women who run a dive shop look for a boy who's been abducted by a drug cartel running their operation from an underwater base. It's eventually explained that the drug operation is being used to fund the search for a Mayan power stone that was lost aboard a German ship several decades earlier. Thus, the second half of the film is about the search for the power stone. Lots of stock footage in this one, some of which I recognized as being used on a documentary series the Discovery Channel showed back in the late 80's called Dive To Adventure.
La Volpe Dalla Di Velluto, aka Eye Of The Hurricane: Euro romance film from the early 70's, featuring two diving scenes, one of which revolves around a woman running out of air underwater.
The Flower With Steel Petals: I forget what the actual Italian title of this film is, but it's a who dunnit about the wife of a surgeon who goes missing. The movie has two scuba scenes, the second of which quickly turns into an underwater sex scene.
Piranha II The Spawning: speaking of underwater sex, this movie begins with such a scene, before the two divers are killed by killer mutant piranha. This was James Cameron's first movie, but he was fired after a couple weeks by the producer. There's a few good scuba scenes here.
Piranha: The movie that the above picture was only kinda sorta a sequel to. There's one scuba scene, very brief, with divers, at least one of whom doesn't survive the movie.
